Can you put out a state department memo about the proper colors to use in briefings, one banning anyone from microwaving fish in the office and making it mandatory to take care of personal hygiene if you work with others!?

After that you can move onto how many buttons can be pressed in the elevator at one time, how much space needs to be between vehicles in the parking lot, etc.
