Behind pay wall, so I cannot offer better analysis.

But legislators tend to like round numbers. Everything is written to either a 5 (15, 25, 35, etc.) or 10 (10, 20, 30, etc.), unless there is specific science demanding a different number. Once you get in to higher numbers, it is written to the 25s or even 100s or 1000s.

Look at speed limits, thresholds for classification of thefts, thresholds for drugs, etc. Legislators like round numbers. And 10 is a round number.
