Interesting. Our PSYOPS folks had better not be employed against American citizens. I'd like to say I know they aren't, but with this administration I'm not sure.

Smith-Mundt Act was "modernized" under the 2012 NDAA.
It was supposed to prohibit the use of propaganda against the US populace by the Gubbamint and media. It never really did but it was somewhat curtailed.
Smith-Mundt was still in effect during the Gulf of Tonkin Incident for example.
