Guard units may assist with solar eclipse tourists facing dark times

So will some Governor or Mayor declare a "State of Emergency" if someone runs short of toilet paper during the upcoming eclipse? This is pathetic. Does every single event in life require the government to provide people with some kind of assistance? How about we give people information and let them make their own decisions?
