Can the VA refuse to treat a 100% service-connected veteran citing their case as "too complex," and also refuse to outsource them for care?

I have a pretty 'complicated' medical case but the VA continues to refuse at times to even consult with me despite internal VA referrals for the consults. They also refuse to refer me to anyone who possibly CAN help-- or the Mission Act options don't have any providers for the care needed within hours of me. Then they refuse to cover many of the meds that outside specialists suggest, costing me >$3,000 per year out-of-pocket. Is this OK at any level and would anyone have any suggestions for how to get the needed care? This way preceeded COVID-19 issues but continues despite it. I've been told the doctors won't even agree to a telehealth or video health consult at the VA across a few departments and programs. I'd already involved a senator's office a few years back and have made almost no progress. Help, please?

Try getting a Veterans service officer involved from one of the Veterans service organizations in your area.
We have service officer reps. That work out of our Newington, CT hospital that have been good at representing Veterans.
Was able to get VA Pharmacy consult to get insulin pen instead of normal syringes. Just need an exception request from the pharmacist.
As to the care you need. If VA can't meet the needed care at any of their facilities or within 40 miles of their office then outsourcing would be possible.
You can also locating a patient advocate in your local VA hospital.
Yes, VA is a tough but to crack. Just don't give up.
100 percent service disabled you should not be having care issues.
You can also try contacting VA national at VA.gov.

Writing the White House is an excellent idea. How would they know what is going on unless we tell then about the abuse that occurs with the veterans and our treatment. I have written the WH on different subject and I saw a change to that problem. I have written I believe two president but not #45.

To be honest, the VA is alot like the IRS. The top brass says and makes promises to appease the masses while hiring and keeping disloyal, incompetent, rude self serving swamp rats. Mind you, there are some exceptions.
My last 2 appts have been telephonic..citing COVID 19 issues,...so how does my doc know how I'm really doing.....they don't.
The VA is broke with no sight of getting fixed anytime soon, just look at Comrade Bidens picks for cabinet positions.

Actually recommend Disabled AMerican Veterans Association...DAV have people to help and the right contacts to cut thru the red tape. They helped us get stuff quickly from VA...best recommendation we got.

If te VAMC you use does not have the specialty you require for care, the only option is to outsource to another provider. They should, however, cover the costs and prescribed meds that are not on the VA formulary. Typically, that would not include meds that are typically OTC or things like herbals or vitamins that you decide to use. Talk to the VA Patient Advocate. Ask them to provide some sort of written explanation for not providing your care. Move forward with that to your Congressman, a VAMC has a very short turn-around on a Congressional response, as little as 5 business days.

Have you tried PVA, DAV, VFW, American Legion, and anyone else sitting at a table outside the VA office? Might help.

COLD'N COLDER (NE/IN):Responding by personal article 4.) to the questions of SSgt. Lisa J. Markland "are you kidding" is just my rhetorical question of the situation. For VA,and most especially VA,has you covered as that is what puts the P in Patient Privacy.
