A tone wrong... Four ribbons in a row is wrong... Not in proper location on shirt... 2 national defense ribbons instead of star on one.. There's a ton wrong. Seal trident... Etc.

From the Navy manual on ribbon wear.
1. Manner of Wearing. Ribbons are worn on the service coat or jumper of Service Dress Blue, Dress White, and on the shirt of Service Khaki, E6 and below Service Uniform. Ribbons are not authorized on formal dress, dinner dress, or working uniforms. Wear up to three ribbons in a single row. When more than three ribbons are authorized, wear them in horizontal rows of three each. If ribbons are not in multiples of three, the top row contains the lesser number, and the center of this row sits over the center of the one below it. Wear ribbons without spaces between ribbons or rows of ribbons. Wear ribbons with the lower edge of the bottom row centered 1/4 inch above the left breast pocket and parallel to the deck. To prevent coat lapels from covering ribbons, ribbons may be aligned so the border to wearer's left is aligned with left side of pocket. Rows of ribbons where more than 50% of the ribbon is covered by the coat lapel may contain two ribbons each and be aligned with left border. On Full Dress uniforms, .

This is a USMC shirt, not a USN shirt - see the collar shape. Marines CAN wear four across...

In a word, a lot. To add on to the rest of the comments, I propose an additional question directed to tha navy side of the house. Dress whites and blues has full racks but does khakis have only the top three or can they have a full set as well?

Should be 3 in a row, resting on but not over the pocket, combination of services medals (several AF medals on Navy uniform), campaign star on Afghanistan medal is upside down.

The navy places the ribbons 1/4 inch above the pocket parallel with the deck. You are correct the navy only wears 3 per row with exception that if ribbons will be covered by more than 50% they may aligned to the left.

I wasn't sure about that, but I thought I would at least mention it. I didn't realize until after taking a second look that they were all way out of order, and he had two National Service Defense ribbons

Just a question because I do not know, and I'm curious. This individual has Afghan and Iraqi campiaign medals along with a GWOT-E medal.
As I recall, when the Iraqi and Afghan medals came out, those awarded GWOT-E medals could trade them out one-for-one for the Iraq or Afghanistan medals.
As a strategic airlifter, I was eligible for both the Iraq and Afghanistan medals, but I chose to stick with the GWOT-E because I felt it more accurately reflected my role.
Can someone have all three? Frankly, I don't care as long as it's legal, but I am curious.

Also, GWOT-E is still awarded for a number of areas outside Afghanistan and Iraq right now. I think there's talk about re-authorizing either the GWOT-E or ICM for Iraq at the moment, because there's nothing authorized for it right now -- the last campaign for the ICM closed out last year, at least that's what the message I read a couple of weeks ago said.

I wear Iraq, GWOT-E & GWOT-S. AND have been questioned and challenged on it multiple times because generally speaking if you serve in an area or campaign that authorizes more than 1 of those you have to pick one - you can't wear all 3(for one instance). HOWEVER if you have been in MULTIPLE areas/campaigns or the same multiple times that each instance authorizes you to wear one of them THEN you can wear more than 1 (or all of them if you have been in area/campaign enough times to cover all of them) in essence you pick a different one each time you serve in an eligible area or campaign. In my case I got my GWOT-S aboard ship on cruise, my GWOT-E for being stationed in Bahrain (OEF) and Iraq when my mobile comms unit deployed to Iraq for over a year (I transferred out at 6 months).

MSgt Jim Pollock yup with multiple deployments you can get all 3. I originally got the Iraq campaign for the 60 overflight rule, ironically I did 120 on the ground at ballad years later. During my second deployment I got the GWOT-E. I never did meet he criteria for OEF, I think I only had about 20 overflights over OEF territory.
