No. Typically they'll cut that up right before you get out to ensure you don't use it.

When you ETS, one of your stops is your Battalion S-8. Your S-8 will check to see if you have an open GTCC account open and will require that you close your account and turn in your card before they sign your paper. When you turn in your GTCC, they **should** cut it or shred it in front of you.
If you're asking if you can use it through the process of ETSing, you shouldn't. There shouldn't be anything that's needed when ETSing. GTCCs are for official travel expenses between duty stations only.

Why would you want to? That's a risk I definitely wouldn't want. I know for a fact that the day I turn in my retirement paperwork I will be cutting up my GOVCC

When I was active duty, I was placed in a transition unit that provided billets and DFac while I completed my final clear. If I remember correctly, I cleared my unit (in Germany) then was moved to Frankfurt to clear Big Army. They then provided the ticket back to HOR. It was basically the reverse of MEPS to basic training reception BN. I imagine it is generally the same process today.

I would say no, to be sure I would check with your S-1 but I am pretty sure they will be shutting it down.
