We have a new 1SG and new commander. The 1SG noticed one day that only 5 people in the whole company showed up to PT. Now he put out to all the platoon Sergeants that everyone must show up to PT at either the 0530 formation or the 1600 formation.

However, my section is the only one in the hospital that has a 1600-0000 shift. I am being told by my first line that the 1SG says that I have to be at the morning formation, no exceptions.

I don’t want to sound like I’m whining but at the same time it’s unfortunate that I have to explain to myself as to why this isn’t right.

As a junior enlisted I do feel stuck.

How do I bring this issue up and solve this effectively and professionally?
Also: Do you know of any Army Regulations that can support anything?

There is a fuck ton of research that addresses irregular sleep cycles and how dangerous they are, in the now and later in life. It makes you dumb and takes years off your life. Your first line should also have a backbone. Interrupting you in the middle of your sleep cycle is a callous and ignorant thing to do. You could go the scientific route and explain everything to your first line, who hopefully brings this to your 1SG, and then offer to do group PT at a time that better suits your wake/rest cycle. It’s possible he doesn’t even know about the 1600-0000 shift?
If that doesn’t work, come on over to the USAF. We’re not usually that retarded. Rank should not allow someone to become a tyrant.

Talk to the Chaplain. He has the ear of the CO and/XO. Morale is their field.

I am former enlisted and a retired chaplain, having served both USN and USMC commands. A chaplain's role is not to coddle, it is to give support where appropriate, to defend the individual against inappropriate circumstances, and always support good order and discipline. The chaplain does not set the plan of the day or the requirements of the command. As a member of this command the chaplain, as are all personnel, is required to follow them.

Lots of old shift workers and people who have seen many a day in the ARMY here not likely to say what you wanna hear. Embrace the suck and figure out a time management schedule, or file a grievance with your local shop steward.

This was standard faire when I was in back in the OLD Navy. We didn't complain (at least on the web) to others about having to do PT on 4 hours sleep. I remember one time having to do it directly off the honch. If you don't want to puke, don't party. It helps in other ways too!
