Is this only in America or do other countries entertain frivolous lawsuits? Does he have a case?

My Drill Sergeant yelled at me....I want 2 million for that. I got a bad grade on an essay in high school.....I want 250K for that one. I got drunk and puked on a floor.....I want 300K from my friends for feeding me the beer. My ex wife divorced me.......I want 25 million for the heartache of divorce.
Think these lawsuits will fly?

I think the taxpayers could pay for their relocation. I think a nice tent is Syria would do the trick.

Same thing happens in all "Western" and or "Civilized" Countries and is not unique to the US. Some subtle differences in the Process though. My Favorite one was an Author that Outed a Nazi Doctor in England. The Doctor sued him for Slander. The Doctor Won since his name was ruined but the award was 1/2 a Pence which is the Lowest Denomination in British Currency. Unfortunately the Author also had to pay the Court Cost and Lawyers Fees.

The bottom of the article kind of spelled it out for me. They want to return to Tx but want the taxpayer to pay for it.

Read through a list of stupid lawsuits that won. My favorite was the one where a guy bought a new motorhome put it on cruise control then got up and went into the back to make a sandwich. The motorhome crashed and he sued the dealership and won. Maybe we would not have stupid lawsuits if people did not win them all the time.

I don't think this actually happened: http://www.snopes.com/autos/techno/cruise.asp
Did a driver set the cruise control on his vehicle then slip into the backseat for a nap?

How the hell do you figure any possible damages (of which there are none) are worth $15 million? This is up there with the judge (of all people) who sued the drycleaners that supposedly lost his pants for millions of millions of dollars.
