What are the best resources for figuring out the average salary range of a specific working field and position? Per location?

Check the Department of Labor web site. Also, associations oriented on certain types of work sometimes have this information. For example, Project Management Institute (PMI.org) tracks compensation for project managers, program managers, etc. Also, look at the GS/WG pay grades associated with similar government jobs. Government civilian pay has a locality adjustment as a percent of base pay. The pay scales and adjustment are available on the OPM website.

Indeed.com is good for doing this as well as Glassdoor and LinkedIN.
