The order of signing is always: Rater, Senior Rater, and last is the Rated Soldier.

MAJ Kahren Aydinyan - And if there is something wrong with the OER/NCOER and it needs to be fixed after everyone has signed, then it is unsigned in reverse order: Rated Soldier, Senior Rater, then Rater.

Rater, Sr. Rater, Endorser (reviewer). I’ve often seen it where the rated soldier was the last to see / sign or where the Rater reviews & signs with the rated officer before the OER is sent through.
