Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

Chief,
Was wondering, usually Warrant scrolls go pretty quick through the process but I have been noticing that all the P0-18 scrolls have been going through super fast compared to the Warrants? P04, P05, P06, P07 are all I believe at the SecDef already. I am on scroll U04-18 and still sitting at (Awaiting Off of Dir of Mil Pers Mgmt) Just some thoughts.

I have been watching U04, have a couple of people in my Bde on it. I really dont think there is any hard effort at making one or the other faster. I think it is mostly based on the number of people on a scroll, and just when it hits the desk. U04 is a little exceptional as it has 112 on the scroll, vs 63 on U01 and 77 on U02.
The good news is that at least on my report from NGB CCWO, there was not a U03. I dont know why, maybe it just get left off the list I got back in Jan, but it may well be you guys are next, and its just the size of the list thats taking a little extra time...
Good news is DPRO is showing U04 at DMPM about 32 days. U01 was there about 31, 10 days at SecArmy and 52 at OSD. Although, dont go exactly by those numbers. I firmly believe that scrolls are processed in each office on a schedule, rather than as they arrive. That means they may get done, for example "every other Friday" or something, and it just matters when yours hits in that cycle. It could be 2 days if it arrives at the last minute, or 2 weeks, if it comes right after the cutoff.
Pentagon offices LIVE on routine. There's way too much going on to just drop everything. When I was at G2, we had to have read-aheads in something like a week or two ahead. What I hated was that usually what I was briefing had totally changed in the time between the read-ahead and the meeting (especially because the meeting usually got pushed back a few days). But, I learned to live with it.
I'm not implying it was chaos. Only saying its the way people handle things. 3 & 4-star signatures require a lot of work! More than any Reservist can usually imagine, if they haven't done a staff tour.

Until this issue receives media and congressional scrutiny, in my opinion there will be no improvements to the efficiency of this process. Bottom line -- it's not broke but it is barely functioning with significant bottlenecks throughout the process which in many cases renders the DA Board process a viable option when it otherwise would not be. Just my personal observation.

Here's another issue to this lengthy and idiotic process. I'm currently sitting on scroll D16-17 and am now at 210 days as of today for promotion to CW2. For me, I get my DOR backdated and the difference in pay. For CW3's and up, they don't have that luxury. So, those folks now have to stay in for another year to get the full benefits of retirement at that rank (if they choose to). One of my fellow Warrants in my unit was looking to retire out of the Guard and had plans set up once he picked up CW3. He now has to put those plans off for another year or more just because of the scroll taking as long as it is. Not only is this an issue, but morale is also suffering because of it. To make matters worse, the scrolls behind me are at the same point I am in far less time.

I've heard, but cannot find, there is legislation currently in Congress at the sub-committee levels to address this issue. I personally now a CW3 that was on the scroll for over 400 days which is border line criminal! I fully understand that we have Soldiers getting promoted with issues in their past but we're holding up an entire list of people waiting to get promoted because of these people. Why does the Army insist on punishing the masses over the few? That question has always baffled me.

WO1(P) (Join to see) - The (d) refers to W1-W2 promotions. They are scrolls that are not in the same priority category simply because W1-W2 can get backdated orders to the time of eligibility.

Anyone have any info on scroll U23-20? There seems to be nothing on it, and it has been showing "0" days in the tracker for a while now. Its weird because there seem to be later scrolls already ahead of it (I know they aren't always in order though).

Excellent letter that I feel addresses this concern. I would say if they will not entertain a reach back on back dating orders then the only other recourse will be to have the effective date of their plan (to back date the DOR to the state order) be state orders effective AFTER the passage of the bill-meaning no one currently in the process will benefit from the back date policy, only those who have state orders AFTER the passage of the bill thus not effecting the current promotion time line. This still does not solve the issue of righting the wrong that so many of us faced by feeling the full effect of the outdated FEDREC system but it does insure that we will not be further penalized by having officers DOR precede our DOR because it was backdated which is my main concern of this bill. I also agree that they should look at DOR corrections but like, you pointed out-no one seems to have that ability, or, ensure that any DOR reflecting a state order vs a FEDREC order take place well enough in the future that it does not place us in an unfair disadvantage of having to complete with people that we were previously years a head of prior to the passage of the law.

I have a little bit of experience with the ABCMR, and it is no better than the FEDREC process. I had a complicated issue that I submitted to ABCMR approaching 18 Months ago. Long story short, My Oath of office shows as OCT 2015 instead of my actual date of AUG 2013. So I sent up all of my documentation, letters of explanation, and references to them with a request for correction of military records. Since then I have asked and had my congressman ask on my behalf about the status and why such a long delay; and the response has been the same. Paraphrasing here but essentially, "We are very busy and it is not uncommon for it to take twelve months or even longer for us to even look at it....Sorry."

So, it would be extremely frustrating to move from one process which takes a ridiculous amount of time just to move to another process, which IMO has been worse. But, if that is the only option, then it is better than letting it ride uncorrected.

That does sound frustrating and yes, I agree, exchanging one flawed process for another doesn't seem like much of a gain. I mean, focus on fixing existing processes before introducing another one with an unlimited number of unknown problems and second and third order effects that have not been discussed.

I've said this before but it is worth saying again. I hope that the Secretary of the Army follows up with his comments to the Senate Armed Services Committee regarding back dating promotion orders for those officers serving in higher graded positions. Don't get me wrong, I am grateful to be getting promoted but at the same time I would like to be promoted on time. The back pay is not the issue for me but the lost time in grade is.

Lets just created a cap at 140 day mark for O5 and below (Current timeline). If you get it sooner than its great but if it goes over the 140 day mark, then your promotion gets back date to there for pay and time in grade. I think this is the most equitable and helps the people that have been sitting on the lists for 300 days..

There is an actual calendar, and then there is a DoD calendar, as in 90-days equal a year. But then there is the FedRec calendar, as in 90-days equals 10-years, or more, or forever.

Jeremy...too easy. "Because there's no war going on." Consider. I enlisted in 1966 and held enlisted rank to E-7. Flight school and WO-1 then CW2 in Vietnam. I took a 'battle field' commission to 1Lt of Infantry and was promoted to Captain exactly one year later. 4.5 years from the day I enlisted to the rank of Captain! War makes opportunity and while not the right kind (someone violently vacated their position), it is there nonetheless. In the door as an E-1; out the door 30 years later as an O-6 (I had a 10-year break in service). Conflict, circumstances, opportunity and the desire to grasp it. Be patient. We'll be fighting someone within this coming decade and who knows...you'll make O-7 within weeks of planting yourself down-range!!! Be patient, your turn's coming. John

With all due respect, you seem to be confusing time in grade requirements (hence your comment of making COT in one year) with the administrative backlog of processing promotion orders.

My last promotion was in 2013. The Fed Rec process then took 30-90 days usually. Things have changed in the past 2 years. Right now I know people who have been waiting over a year to be Federally Recognized. They were selected for promotion by their state in Spring 2016 and are still waiting to pin over 16 months later. The rumor I hear is that NGB erroneously allowed a few packets to be sent forward that shouldn't have (e.g. people with pending IG, EO complaints, arrest records, etc.), so now every packet is being subjected to "Extreme Vetting". But even if that's just a rumor and turns out not to be true, then we still don't know why promotion processing now takes over 5 times as long as it did 4 years ago.

Thank you for your thoughtful response. I'm not confused. A portion of my reply was 'tongue in cheek' but the primary thoughts were not. I have the unique perspective of personal participation in three major conflicts and note from that experience a somewhat universal truth...during 'buildup' policies ease up; during 'let down' they tighten up again. I took full advantage of the 'ease up' part to go from CW2 to 1LT - quite a leap in grade at the time and absolutely unheard of prior to a wild idea proposed by some strap hanger back at the Pentagon, to entice battle tested experience to hang around in-country a little longer. I've seen obscene bonuses thrown around like candy to achieve the same, attached to fast-promotion promises. I'm fully aware of the difficulty to move forward in some aspects of our military - Active and Reserve. After all, a position must be open in order to promote into and that's hard when the juicy ones are locked in by homesteaders. But consider this as well...I punched every ticket out there and then some, always "available" and made a career out of that word. When a Battalion Commander job opened up, I was selected over dozens of other candidates due to my choice to always take the 'hard jobs.' I was only one of 56 Selectees world-wide to be promoted to 0-6 under the zone at first look, leaving hundreds of LTC's hanging with no where to go except retirement. But the end of my story isn't all glory - in full combat in Iraq, I received a notice from DA that due to the fact I was "born prior to March, 1949," I would not be promoted to Brigadier General (0-7). Too old for promotion but not too old to risk my life daily. I have no regrets. I spent two twenty-month tours in Iraq with young inexperienced service members in a Joint Command and could not have asked for a better assignment before giving it all up. I understand that 'system' problems are causing quite an issue now, but that hasn't changed. I simply called the applicable HQ and spoke to someone in HR to run down any question I had; completely going around any and all 'systems' for the information I needed. JCH

I'm looking for people waiting for 2LT-1LT Promotion in scroll L02-17. I'm at 14 days in the cycle at the Off Dep Ch of Staff Personnel. I'd like to know how long its been between when state orders were published and now for someone else in this scroll. My state published orders on November 17th. Where's my scroll buddies at?

CPT (Join to see) - It's a shame, because the Guard will continue to hemorrhage their Officers until something changes. I am not sure which way I will go. I want to stay with my current unit, and will until my XO and (if they ask me to) Company Command tours are over....but I also want to get promoted in a timely fashion.

1SG Aaron Martin - I agree with you 100%, Top. I can't speak for anyone else, but the amount of malarkey I have been put through to pick up Captain is a morale crusher. I submitted my first promotion packet in Summer 2016. I am now at a year in waiting on my second packet, on the same scroll as LT Cole.

LTC (Join to see) - I feel you, 'm at day 105 as of this morning (though I truly am not complaining, this is definitely shorter than in the past). I cant remember if tomorrow is considered a federal holiday, so maybe there will be news tomorrow. If not, next week it'll be.
