In my view, Lt Col Charlie Brown, we are still responding or leading from behind... This should never have reached the point it is at... We, as a country, were once looked upon as the leaders of the world... I fear we have now lost that position and their will be more skirmishes and war to follow... We have entered an unchartered sea with huge storms on the horizon... Are we ready for these storms? I will leave the answer to that question up to each of you... Once we start on a Cyberwarfare cruise, disaster will follow... just saying, my friends...

Cyber can be as precise as you want it to be, question is how much time and energy do you (the bad actor) want to invest in the attack.
A blanket attack is relatively easy, one could take out as Lt Col Charlie Brown noted, the electric grid for an area, which may well take out a hospital of other facility that the military's would normally not target, but IMO cyber is such a new concept that nation states really haven't identified or discussed, or established the ROE like we have for conventional weapons.

MSgt Dale Johnson - I believe that the state sponsored crew would be fairly easy to control, at least in their "official duties" they may well engage in a more lucrative attacks against civilian or commercial targets that will reward them monetarily. Remember that most of the Ransom Attacks have been attributed to Russian civilian groups.

LTC (Join to see) - We could think of it as a cyber "Barbary Coast". We ended up sending military force to deal with that problem at the beginning of the 19th century. Ultimately, host nations are responsible for their bastard children.
