Sad but true but it's more about limiting the police departments and officers against lawsuits for failing to protect. Typically, as someone else mentioned, police are REACTIVE and their proactive efforts go more towards community PR, and holding clinics on rape prevention, property and business security, etc.
Someone in need is just as likely to have a, "good guy with a gun," render help; contrary to someone else's comment about it being a fallacy. There have been NUMEROUS incidents of "good guys with a gun," some saving police officer lives, neighbors and others. Far, far from being a fallacy.
