The point is that they scaled back the requirements on background checks for veterans and servicemembers with mental health issues.
The Republicans keep trying to say it's a "mental health issue" with all this gun violence but then they keep voting on things that take away resources for mental health.

It may not be a mental health issue that causes the need for a fiduciary, It could be a long term health issue, or a vision problem, or maybe missing digits or limbs. Another way to get someone assigned as a care giver so they have an income and medical coverage? Are civilians with a fiduciary agent restricted in the same manner? Apples and Oranges.
