There's the " winners, and losers " that can claim a victory, and those that are the real winners- the Arms dealers that make bank on selling to both sides.

This Should Have Been In A Book Titled;
"War, For Fun & Profit"
But It's Also An Unfortunate Truth.
When There IS A War, Production Of Good Increases In All Directions In It's Support,
And Employment Increases Proportionately. But Here The Unfortunate Part Which
I Must Admit I HATE... "It Reduces Worlds Population".
