I think your orgi1nal statement, "Criminals pick easy targets NOT one's that can fight back." made Kelly Fuerhoff's point superfluous. Minutes late to the scene means the cops can gather wittness statements without worrying about an active shooter. As for a normal CCW gun carrier, how would you lnow until they protected themselves or someone else. That's the whole point of CCW.
