I feel as if the article didn't elaborate enough on the dark web/nets. It kind of missed a huge point on the deep web, too.

The deep web also and largely consists of resultant datasets... that is information generated by queries against databases. If I go to a site's list of users and search for a term, the output is deep web content. Google can't sit on that page and enter every single possible combination of input and record the results.

Dark Nets are networks inside of networks. Think of it like a decentralized VPN. A dark net uses the internet to establish baseline connectivity but inside of that a logical network is stood up. That is what TOR is.

TOR isn't the only dark net either. Back in the day, WASTE was another one that was popular for establishing dark nets due to 4096 bit RSA encryption and very interesting secure data pathing techniques. Everyone on a WASTE "nullnet" would help sending traffic inside of the logical network framework but if you didn't have both the sender and recipient encryption keys, you couldn't decrypt the traffic. Of course, their encrypted data was wrapped in your encrypted tunnel. These things are a nightmare to decode from an outside perspective.
