Although there is much needed reform in the promotion system I don't think this is the way to do it. Not making in tin in service based is going to cause all kind of havoc. We bring in folks at the younger grades and groom them to be military leaders. If I have a Loggie or a maintenance officer or a pilot who just happens to be great at their job but couldn't lead a horse to water why would I want to promote them when they can groom a little longer and learn how to lead from others. Just my two cents.

Know I'm naive but system does fairly decent job of screening out those who can't lead at lower ranks. There are always exceptions of course.

Lt Col John (Jack) Christensen - I don't really have probelm withthe current system...been working for years with pretty good rate of success...some get through the cracks...yours truly..but most are what we need.

Ya, but the 'If it ain't broke don't fix it' concept isn't the military way :-)

I’m torn between the current system and proposed new officer promotion system. I see the value of a seniority based promotion system that forces officers to mature through key developmental and broadening assignments and changing to a merit/performance based promotions. We would need to fixed the inflated OER system, I say this because just like in the NCO Corps, people could game the system. Look great on paper but be poor performers in the job. In the civilian sector, people get interviewed, have thier references checked, are promoted off thier reputations and proven performance (most of the time). But with centralized promotion boards and two minutes to review a record, how are we really going to promote the talented? Will we start giving prior Senior NCOs and Warrants who switch to becoming commissioned officers more advanced standing? Right now we don’t, so how will that work. I hope congress is consulting military professionals before voting this into law.

My opinion only from hearing from members of promotion boards. The promotion boards only look at numbers. Nothing is noted on degree of responsibility, A Captain responsible for 400 personnel deserving more consideration than a Captain responsible for a seven man unit.

LTC John Griscom - Depending on the responsibility of the seven man team vs the 200. I was an engineer company commander with 200 Soldiers now I'm responsible for a four man contracting team as a Major, with an unlimited contracting writing authority. The four man team is a much bigger challenge, but no promotion board would ever have the diversity and knowledge to understand the complete structure of the Army. I really like the concept they are trying to push but have very little faith in the Army's ability to execute it well.
