Thanks TSgt Joe C. for reminding us that on March 14, 1990 Soviet Congress of People’s Deputies elected General Secretary Mikhail Gorbachev as the new president of the Soviet Union.
Transitioning from the communist and totalitarian system which encouraged everybody to spy on each other was a challenging and enormous task. I believe that Mikhail Gorbachev really wanted to reform the system to eventually make it open, transparent and freedom-loving.
Of course that could not happen overnight or within a generation in a nation which had authoritarian Tsarist feudal government for centuries before the Bolshevik revolution of 1917.
