Define hacked. There are several vectors in which information could have been altered. Each state is also different in how they manage their voting machine processes. I believe that if it is known how one attacked the system, yes, it could be discovered. All we know right now is the Russians tried to figure out how they could exploit our systems. That doesn't mean they found a way.
