Not really surprising. People keep using the term "Artificial Intelligence" for any sort of sophisticated computer program -- which results in the public envisioning some sort of Sci-Fi AI that can actually think. The problem is that all an AI can "think" is whatever the programmer thought to include in its programming. Even "Machine Learning" doesn't extend to any sort of original thought, Machine Learning comes down to the AI guessing what to do then remembering whether or not that worked. If it worked, the AI remembers to do the same thing the next time it sees the same problem. If it didn't work, the AI remembers to try a different guess next time.
In this case, no one at DARPA thought to program the robot to watch out for cardboard boxes on the battlefield.
