Technology is a wonderful thing. It can allow Doctors on opposite sides of the world to confer on a case, and it can allow the FBI and Law Enforcement to sent Criminal Date and Fingerprints anywhere to catch criminals instantly, and countless other wonderful things. but when I need to look up information about a project , repair a bomb rack or tweak a weapons system I WANT A BOOK that I can open up and have in front of me, make notes in the margins for future use and keep close at hand. I cannot do that with an iPAD THAT I CANNOT SEE MOST OF THE TIME in bright sunlight on the roof or blinds me at night when we are under red conditions. Sorry Dr. Kroth work with those Tweets Ordies and Jet Mech's on the roof between flights when they are trying to get a bird back up for an Alpha Strike because the previous Administration cut the funds for Aircraft to the bare minimum and there are no spares, and see how well Technology works.

High tech for the sake of the "wow" factor or anything else, can easily result in the wrong tool for the job in any situation. An iPad sitting on the couch is convenient, one in a rough and tumble industrial environment (because management thinks it's neat and justifies it by claiming it'll save paper and the search function, etc) isn't the best solution for all the reasons you point out.
However, a flexible plastic page, roughly the size of a 8.5x17 piece of paper that you can roll up or throw around that has an e-ink display is the perfect high tech solution. Holds 1000's of books worth of info, visible in bright sunlight, fully searchable, margins for notes, etc. (engineers are designing and researching these now..)
No funding and no spares.. Do more with less - it's always the goal and budgets make it the reality for now and the foreseeable future. That doesn't even get into the long lead times to get the spares assuming the funding is there to buy them. High tech might be a solution there as well. Future boats might have a "printing" department with 3D printers that can print out the spare parts with a couple of mouse clicks.
Is this the right tool for the job should always be the question. However, can we do it better is the follow-up question that makes a lot of sense as well.
