The Duce was a temperamental dictator TSgt Joe C.. He engaged in nepotism which is not uncommon for tyrannical leaders. However Count Galeazzo Ciano was a capable minister who understood the tide was turning against the Axis powers of Germany, Japan and Italy.
He seemed to have been emulating his erstwhile idol, Adolph Hitler in removing loyal subordinates and assuming their duties. Ironically 18 months later, Italy backed out of the Axis, Mussolini was detained and rescued, and Germany took an active and no-holds barred role in Italy as they did their best to thwart the allied landings at Anzio [relieving the bottleneck adjacent to Salerno].
The Germans helped ensure slow progress up the boot of Italy.
