Navy Carrier's Water No Longer Testing Positive for E. Coli

Is it E coli caused by feces? This is not a scene from Caddyshack with Baby Ruth in the pool LOL. Could someone have pooped in the carriers water system on purpose? Recently At Fort Hunter Liggett, they caught a female that purposely pooped in a water buffalo. What if it was sabotage?

Unlike the good old WB example (emergency sanitization only requires a soda can of straight bleach once the poop is out), one of the purposes of chlorine in the distribution system is to prevent E. coli from being an issue. They use distillation to turn sea water into drinking water, unless they took on bulk water at a port call (my guess) or from a supply vessel.
There is all kinds of intrusion in distribution systems, but not on a carrier. Municipal water....jeez. Tree roots. Longitudinal cracks that run for yards. All kinds of dirt, sand, grit and what not seep in.
