I have had zero luck with usajobs.gov. Submitted over 50 apps and nothing.

If you're qualified and haven' gotten a response, then I'd venture a guess to say you're doing it wrong.
Back in 2009, I went to google and searched "How to apply for a Government job". Military.com had a good write up on the topic: http://www.military.com/veteran-jobs/search/government-jobs/10-steps-to-find-government-job.html
Applied 1 time, got the job. It works... well. Just understand that some under qualified person at the OPM has to clear your "application". My suggestion is that if the job announcement says "you must have experience conducting XYZ", you should DIRECTLY state "Experienced in conducting XYZ". ... Avoid common resume approaches by describing you lead the team at implementing X, Submitted reports on Y to corporate for review and tracked metrics against Z... nay, just say "Experienced in conducting XYZ"...
They are looking for apples to apples. Once you clear what I dub "the OPM HR Gauntlet", if you get an interview, you can offer your normally worded resume to the hiring authority. Note: It doesn't hurt to call the OPM contact and ask if there's anything they need.
Suffice it to say, you will likely simply to dumb down your resume to get it through the 1st OPM HR Gauntlet.
