BFT! Want ODOT or your local city/county govs. to spend millions upon millions of gas tax dollars to take away vehicle lanes, close bridges, etc., and turn them into bike only lanes, then you gotta pay to play. Boo Hoo. And start abiding by the rules of the road, which, according to Oregon State Law, apply to bicyclists as well. Source: 20 year Oregonian!

As a life long serious bicyclist who uses the great Pinellas Trail often, I would pay a tax for improvements. City of St. Petersburg charges annually for use of athletic facilities and imposes a much higher tax to those living outside the city.
But, how will usage be enforced? I don't want to be the only one paying the tax. Our local trail has many entry points. City needs to create an incentive to pay the tax, or control entry to chock points. Bridges, tunnels, or long fence sections could have key card access gates.
