They hired a bunch of new recruiters so that now the number of people each recruiter needs to recruit is lower, and the greater number of recruiters means that they can spend more time finding and selling good potential soldiers as the number of...let's just say "not qualified" people they need to spend time on is buffered.
A better way to say it is "we hired more people so now we can meet our goals overall".
