Your title should be rephrased USA and NATO allies are working too little, too late to beef up the Baltics and Eastern Europe from a most likely retaking of the 3 Baltic States by the new USSR.

The NATO has a ways to go. This story talks of Bn formations. Cold War time was multi Division stuff, pre positioned vehicles. Germany has 350 MBT now? Britain 200-300? These are not Armageddon level forces in place. Warsaw Pact was the frontline fodder. Russia is a solo act now. It's not Europe this time, it's still the Middle East. A Russian Guards div with no ROE restrictions would tear through Iraq south to the gulf with no resistance.
