People are dumb and stupid everywhere! Look at the example of that PBS TV series carrier, both the sexual harassment a Navy Petty Officer and a female Junior enlisted had sex in Hong Kong. Both are now on their way out of the Navy! Actually, this was in 2005. People are just stupid. People get hooked, people have mental problems with drinking and drugs and they shouldn't get involved with these kinds of criminal Acts.
Even though Alcohol is not a factor, it most likely started that way on shore possibly before they enlisted in the Navy. I had a Sister who drank, took pain killers and killed herself in 2015. Nobody likes to admit that Alcohol is a gateway drug and depressant that often leads to the illicit drugs in this article

My sister took pain killers and drank a lot. Drugs/Alcohol a factor as well as Divorce served the day before by her 3rd Husband. Nobody wants to admit to the 800 pound menace in our military and civilian world.

Here is the Japan AA. I went to visit one at McCord AFB now Joint Lewis/McCord while mending a broken ankle in mid-2009. I was at Madigan AMC. I got doing combatives in Afghanistan. I never drank much but I gave it up since my Wife is AA.

Removed, but you should understand reason for initial vote. Comments should be related to the posted article. While drug use is always an ongoing problem, it is important to frame in proper context. Allegations of LSD and ecstasy use with distribution are far different than two drunk adults being stupid.

Yes, I agree. I read the story a few days back. I speculated (and personally believe) that alcohol was a factor, on their off-time, to get to experiment and then sell these drugs. I am a zealot at time. I did not think people would hang themselves( like my sister) but people on drugs(such as pot, LSD and E) commit suicide more often. Thank you for having an honest difference of opinion and discussing this with me! :)

Sexual harassment noncommissioned officer I mean and a junior enlisted like an E3 female sailor messed around in Hong Kong. Both are now out of the maybe! The chief of the boat was so upset with that NCO! Alcohol was a factor but still, now alcohol and hormones made them both lose their careers!
