The five ships I served on in the CG, each night order book required notifying the CO whenever a ship closest point of approach was within 2000yds (1 mile). Don't understand what the CO was sleeping.

This article does not surprise me at all. Navy crews are supposed to avoid Civilian Shipping not run into it or allow it to run into us. Something was seriously wrong on the bridge of Fitzgerald for this to happen at all IMO.
