Who was really running the country while Autopen Joe Biden snoozed and drooled?

There's a lot of innuendo covering this topic. There are a lot of things that happened, that make this a valid question. I don't expect any big revelations or Judicial action to come from it. From my particular point of view; The DNC, apparently, didn't want Harris in the oval office. That causes me to ponder why. When Joe's condition couldn't be ignored any more, She was then forced on the Democrats as their candidate.
