It would appear that this will be for staff/professors, seniors and grad students. Students under 21 cannot carry a handgun by law.

When the Militia Idea became codified into law the ages were 17 to 44 with accepted exceptions. Current US Code has raised it to 18 and pretty much wherever you top out on having the ability to still engage in the needed activities, because of exceptions. So, in actuality, every able bodied over 17 years of age should be armed and proficient with those arms. That's the Law in the US, right now.

Maj Robert Thornton one other PS, Congress still has the power to reinstate the Draft. If that were to happen 18 year olds. would be going to Basic/Boot.
