The part in the article in which General Ham points out that that the Army has positions for all kinds of specialties - two things:
1. Is that where there is a shortfall? Is it specific to technical and sustainment MOSes? Or is it in maneuver and related MOSes?
2. They mention the USMC marketing vs the Army's marketing - the Marines have technical and sustainment people as well. Maybe there is something to learn from their marketing. Also, I've never been to Afghanistan or Iraq - how many Army Soldiers found themselves in situations or roles there that they did not expect to be in based on the MOS they signed up for? (I honestly don't know.) Of the various Army ads I see on TV, I think the one called "Win" or whatnot is both the most honest and the best message. I think it is better to fall short on numbers than to compromise on quality.
