There are ways to change the Constitution but a crisis isn't one of them. In fact during a crisis every word in the Constitution counts more than normal.

I definitely have my own opinions. However; when ‘editorial opinions’ attempt to interpret the US Constitution, I become a ‘little irritated’. I try to remain neutral; however, sometimes ‘fake news’ really ‘trips my trigger’! lolSFC Ralph E Kelley

Alright, settle down.
The reason that people are being told to stay home is so more people don't die. You can go out and do various things, depending on the state. There is a reason why the feds have not "ordered" anyone to do anything.
So, the Tenth Amendment is being followed.
Have a nice day.
As for the rest with the feds spending a profligate amount of money during the emergency, I think there is plenty to debate about the wisdom and efficacy of this.
