New style selection board based on somewhat provable metrics to select the best candidate? Sure, but I still want my people...such morons.

And it's a Time Out from a dead end job where he had no expectation of any further advancement and is just waiting to retire (also with full benefits).
That will certainly teach him a lesson and ensure that other 4-star generals in dead end jobs know that such blatant misconduct will draw serious consequences (cough cough snicker)
