Apply for both, Worst they can do is tell you No! As far as Your GS Ranking, I think there is some test involved and your experience determines that.

I just found two open Dept of Navy positions on USA Jobs. One is GS Grade 05/07 the other is 09/13. Is it appropriate to apply for both?

One thing to keep in mind is that these positions are often listed but no one gets hired. That could be for a few reasons, that I've personally seen:
1.) Position is filled by an internal candidate but by law the position has to be made available to the public.
2.) Position is listed and candidates interviewed without position being funded.

LT Mordechai Schwab - Very well, thanks for asking. They called me this morning wanting an in person interview next Friday. That is the last day they are interviewing for the position, I asked about their timeline yesterday. I think the dice may be rolling my direction, pretty excited about it.

I am well qualified for the higher grade but would not say no to the lower position, times are tough. I am pretty sure they are in the same dept. TSgt Logan made a good point about being low balled into the lower grade. Thank you all for your responses!

Applying for both positions is fine. Make sure you are using the key words for those positions. Your resume & application will be going into a data base. So when they look for people for the position it's key word search. Good luck.

Why not? If you feel like it fits your skill set apply. The worst thing would not being selected, but shows enthusiasm by applying for the lesser job.
