Probably for the same reason the Army has two hats as well...one is more formal than the other.

PV2 J M, the black beret was authorized for wear Army wide in 2001. Before that time the Army also had two covers for dress green/khaki uniforms: the service cap (with visor) and the garrison (overseas) cap. The enlisted versions are shown here. LTC (Join to see)

LTC Stephen C. - No we just have the service cap, or saucer cap, and the beret. Not a fan of the beret at all, but it is much better than the garrison cap, AKA "cunt cap".

The green cover also known as the barracks cover is for wear in the service uniforms. There is also the soft piss cutter that can be worn as well. The Dress uniforms have the same barracks cover but with a white cover and gold emblems.
