Is a new award for service in Iraq necessary?

There are some politics involved here. Frankly, I am surprised a bit that it wasn't put in a separate category under the Armed Forces Expeditionary Medal.
The President wants to distance himself and his actions from anything the Bush administration did. That is why the language has been what it has. Reactivating the ICM was going to be a complete non-starter. Even using the GWOTEM for OIR had symbolism not lost on some.
So we get something new.
I don't disagree with the outcome, but the thought process on things like this is often very political.

I "think" this is where politics and "technicalities" start creating a "#%^storm."
The Expeditionary Medals have specific meanings. The Service Medals have specific meanings, and the Campaign Medals have specific meanings.
It's like the Korea Defense Service Medal would be different than the National Defense and the GWOTSM which are different than the Expeditionary or the Marine Expeditionary which "may" end up being awarded around the same time. Best analogy I can come up with is all the fruit salad from Gulf 1 with the Kuwait Liberation (SA), Kuwait Liberation (Kuw), SE Asia, NDSM, etc.

I don't think it should be unless they are actual combat theatres. They also have one for OND which another con combat theatre.

Actually SSG Butcher, OND was the final operation of OIF if you look at the standard 5 phases of operational warfare. OND did not get it's own ribbon, it was recognized as the last phase of the total operation (Operation Iraqi Freedom). Being so recognized, an additional Bronze Service Star was authorized for those who served in Iraq during any time (even one day) in Iraq as part of that operation.

As long as they've made a new campaign medal does that now mean any service members that engages in direct combat can now earn a second award of the CAB, CIB, CMB, CAR and CAM depending on which service?

The award of the CAB/CIB/CMB etc. falls under a Period of Qualifying Service. There have only been 3 periods of qualifying service for these. We've been in the same Period of Qualifying Service since 1995. A good example is Soldiers that served in Vietnam, Korea, and Desert Storm. That was the same Period of Qualifying Service, so they don't get multiple awards of the CIB.

I understand the first part of your comment but the three periods if qualifying service is inaccurate. A WWII, Korea and Vietnam Infantryman that fought as a grunt in all three conflicts would have earned a CIB with two stars. It's a short list available for public viewing in the Infantry Museum. I also believe a Veteran of both Desert Stirm and the current conflicts is entitled to a CIB or CMB if they served in qualifying positions in each time frame. As far as I can tell award for the present conflicts allows on one award of any combat badge or ribbon. I appreciate your comments.
