Seriously, the department was given 90 days by an anxious congress to ROLL IT OUT.
Some of you should understand what happens when an operation that involves many moving parts is rushed out into the field. There's issues. There's wasted effort. But at least someone got to say "Hey, CHOICE is rolled out!" back in their political district.
