I don't see the problem after listening to the report. Until you have had reassignement surgery you are the gender you are born with. If you have an ID that says you are male and you show up to the polls dressed as a female as you identifiy with your id is still good and you should be able to vote no matter how you dress. Doesn't matter male or female, as long as your ID is valid your vote is all that counts. But until you have had the surgery, you are still a male...a female by what you id as but still a male per the law (that's a different discussion). You can still get an ID and vote. No one is restricting that from what I have heard.

Link won’t open, but my question is what ID do these people use to drive, buy alcohol, cigarettes, prescription or some OTC meds, fly, go on a cruise, etc, etc? I’ll bet a dollar to a doughnut that the ID they actually possess for everyday life will serve to fulfill the requirements for voter ID. And please don’t say they shouldn’t have to prove their identity to vote. That’s a total red herring.
