Before they boot anyone from the program the V.A. needs to do an individual evaluation of the circumstances of why that Veteran is receiving the services to begin with and make sure if they need it, they still get it. If not, then it is time to boot them off the program. (This Veteran's opinion for what it is or isn't worth)

While I will not deny that there are plenty of freeloaders suckling on the VA teat soaking up benefits they do not need, I will ALWAYS default to assuming that everything each individual is getting is earned and needed. And any reduction/removal should be done on a case-by-case basis, evaluating the specifics of that case. And the burden should be on the VA to justify reduction/removal, not on the vet to justify continued need.
