..."VA officials noted that veterans face a higher risk of experiencing pregnancy-related complications due to increased rates of chronic health conditions, making access to abortion necessary “to protect the life and health of pregnant veterans.”

Determination of whether a veteran’s life or health is at risk from pregnancy will be made on a case-by-case basis after consultation with VA health care providers. Officials said that self-reporting from a veteran or VA beneficiary “will constitute sufficient evidence that an act of rape or incest occurred.”

Exactly when and where procedures may take place is unclear. Department officials said that after the rule is published, which is expected in the next few days, they will immediately prepare to provide services in “as many locations as possible.”

I believe this is the correct solution- States have a say on whether they allow it, but the Federal Government Supports and carries out the procedures - without any harm to states, and the Federal lands and Bases will be the next step.
Then , offer it to the indigent through the Federal Government, on Federally owned buildings on Federal Lands.
Every politician is placated, the back and forth of any state changing administrations / differing populace and populace needs changing whenever the party in power decree the position of the state on abortion.
Whether or not the state at the time of need is or isn't a " Pro choice" state.. whether the voters vote in the opposite of what is legal/ illegal in the state .. all that uncertainty is wiped clear by having clinics dedicated and backed by the Fed's be offering the procedure perennially , what ever the state is. Federal Trumps Local.
The state has its sovereignty, the safety of the pregnant individual is not jeopardized, everything is on the up and up.
Every condition prepared for.
steady and dependable clinics on federal lands/ buildings, will have a sterile and clean O R, and a floor dedicated to pregnancy support and counseling for those that want to have an abortion.
What could be better. For those pregnant people who go there, needing public services and wish to continue and bear the baby fine. Those that want medical service, they have the fetus aborted, and have counseling before and after as needed by the patient. To follow for 6 months.
No protests, no riots, no emotional spied persons yelling and none in the building.
Pro choice has its place in this plane of existence, as well as pro Life.
Both are protected and the patients have a support place to feel safe. And they have psych and emotional support on the Federal sites place.
It is clean , safe, the staff will be professionals and not backstreet hacks.
A federal building in the town can have a floor or 2 dedicated for the procedure.
All needs of the patient are looked after. Sterile O R's , professional staffs, even in a State that has a pro life policy.
No one should have to deal with administrations changing the status back and forth.
Those not in or a veteran of the services may have sanctuary in the building.
And The patient won't be criminalized for a decision made by the patient.
And this could be accomplished through a medical referral to the Federal site's O R's administrative staff .
To save or protect the Life of the Patient.
I'm glad i won't need to make the decision the pregnant person sometimes has to make.
