When you think this through it could be no one but ISIS. How many Russians have access to the type of weapons used? What groups have a hatred of women enjoying themselves in public, or concerts in general?

True, Putin did. If it really was ISIS,it's time for Russian retribution. If it was Ukrainians, then I'm not sure how I feel. You don't specifically target civilians.
