The Rapid Capabilities Office (RCO) is an oxymoron SP5 Mark Kuzinski. Of course the "phased in capabilities office" (PICO) which would be more accurate as a name for a programmatic office focused on delivering capabilities within a one- to five-year horizon is much less of a "sexy" name than the RCO.

I know I'm a civilian, but wouldn't anything which gets around the acquisition and procurement process be a good thing? Now, I can understand where it would be a problem if defense contractors could just foist their crap on you without even going through the system.
I think there needs to be a contracting company (or 10) made up of actual combat veterans and civilians who actually give a sh*t about the members of our military. I'm sorry to say that there might have to be some FOBBITS and PIO people to pass the canapés, but with the right leaders the "staff" could be filled by people who have at least a passing understanding of actual operations.
