Most likely an issue at leadership level. Without Command emphasis the Environmental Program does not work.

My question is where is the environmental guy, every post has a civilian position for environmental compliance who should be doing regular inspections of post facilities.

SSG (Join to see) it sounds like that guy or his boss got a bad interpretation of the environmental law and propagated that standard to Ft Hood. Fort Hood’s environmental office is likely about 10 people.

LTC Jason Mackay - Could be but I am the environmental guy for a corporation, and you are supposed to take RCRA class 16 hours every year and DOT 16 hours every 3 years to ship hazmat. But to get a million dollar fine right off the bat they must have been doing something really bad for a really long time. The max fine is about 76 thousand per day and that is for hazmat not universal waste. Some body should lose their job over this.
