The state where I have lived since 1993 Virginia is rated at #13 my friend SSgt (Join to see) It has dropped by 3 out of 50 since 2014 which is not surprising since we have had liberal governors for too long.

LOL, what a joke..
"Personal Freedom" seems to be based on if you can smoke a LSD laced joint while shooting meth on the courthouse steps or not
And the lies by omission are rampant
"Personal freedom is relatively low in Texas. Cannabis laws are harsh. A single offense not involving minors can carry a life sentence."
Yes, true, if your caught transporting and distributing TWO THOUSAND POUNDS OR MORE it is state felony 5* - 99 years that no convicted criminal has ever been sentenced to.

TN dropped a couple positions in the rating. One negative aspect in their opinion is no state income tax. That’s one reason I live here, we do have a somewhat high state and local tax structure, but that is a consumption tax, which I favor. Further, we had a state healthcare plan that nearly bankrupted the state. Fortunately a Democrat Governor reformed the system. IMV, we are even better than the baseline in 2010.

LTC Stephen C.
MCPO Roger Collins, everyone that passes through our state contributes to Tennessee’s revenue stream! Considering that I-24, I-65 and I-75 are principal north-south corridors, I figure that’s a hefty number of out of state residents putting some cash in Tennessee’s treasury!
