Whether or not ITT Educational Services Inc. engaged in illegal activity, POTUS Obama's U.S. Department of Education was motivated to target them. The what and why is a moot point at this time.
When the Federal government goes after you expect to be stomped on. Obama's IRS went after some conservative groups, Obama's EPA went after the coal industry, and now the same organization that added sexual orientation as a protected class told ITT that "it must increase its reserves from $94.4 million to $247.3 million, or 40 percent of federal student aid the company received in 2015.' That crippled the company which forced it to close its doors.
Obama prefers federal government solutions to issues from healthcare to education to energy.

Here is the larger problem, beyond the people they screwed along the way in tuition gouging and now no transcripts to people who did graduate:
- public colleges are not meeting needs, otherwise, the private for profit ones would never spring up.
- vocational technical education is on the ropes in America. We need vocational training, without the unwarranted stigma. College is not the path for everyone and nor should it be.
- vocational technical schools at the high school level need to make a come back. For states that make licensure requirements requiring 6 years of training/experience, consider changing standards to 4 with a voc-tech diploma, or hybridize the tech school to to do cooperative diploma programs through trade unions and industry.
- I work in the maintenance and engineering field, we desperately need licensed tradesman. Can't find them.
- we need skilled and semi skilled labor to make our economy work. A service based economy where nothing tangible is produced is not sustainable nor good for the long term security of the nation.

Here in Elko, NV. we have Great Basin College and with the support of the Gold Mines who pay for those who qualify there are some really great tech classes which are geared solely towards mine employment upon completion. During summers students work at mines as internship. I do not know all the programs but they are tailored towards employment without having to take the other classes like English, Math or the other classes you have to take to get a AS, or BA. degree Works really well.
