I believe that each state should be set up in congressional districts by population and left alone. The districts stay fixed and only adjust as the population changes, but then the adjustments are made in a blind manner, like a grid. The population of each county of a state is added up, and the grid lines are adjusted across a state-county map to encompass enough people to meet the population requirements. At no time should political party majority, race or any other demographic be used to Gerrymander a district, just a population of LEGAL and ELIGIBLE voters. Non-citizens should at no time and in no way be counted toward Congressional representation.
