No charges for Biden after Special Counsel probe into improper handling of classified documents

So, his vice-presidency ended in 2017. My read, Robert Hur is telling us that President Biden was in a questionable cognitive state in 2017?
Or was he competent in 2017 when he was mishandling classified material in 2017? But now not mentally competent enough to handle classified information.?

Democrats can be extremely careless with classified documents, unintentionally violate classified document handling, or suffer from reduced mental capacity and suffer zero consequences.
Delete all document security classification now. Rescind all federal CFR with penalties for mishandling classified information now.

This position should absolutely end the quest to pursue Trump on his own retention of classified docs. We've established willful intent on both sides and Biden was not allowed to do it (ever) while Trump initially was. Biden's presented some more concerning issues by storing his in multiple locations that were nowhere close to the security at Mara Lago. However, Trump appears to have had more sensitive information, but that doesn't change anything with regards to if you improperly kept classified information (they both still had TS level info as far as I could tell).
Best take away is exactly what you quoted. Biden and/or his staff have opted to use the "sympathetic, well-meaning, elderly man with a poor memory." Ok, fine... I think both cases are stupid, going after high level government officials on this issue overtly as they have done. All of this should have been kept from the public to resolve it internally. However, it appears the WH and/or Biden himself staff agrees that our sitting President has a poor memory. I think it's time to help him retire from public service. We'd like to avoid having him confuse foreign leaders with that poor memory... oh wait... too late.
